7453b5be9a docker: replace deprecated MAINTAINER with OCI image label 
Use org.opencontainers.image.authors label instead of deprecated
MAINTAINER instruction in all Dockerfiles.

9d8d560be7 [DOCKER] Change UID from 1000 to 2000 
The ubuntu docker image defaults to UID 1000 as the ubuntu username,
so change the UID of the open5gs default user acetcom to 2000.
