4bc96c935a Host pools improvements 
- Traffic Policy: get first available pool, not the "Not Assigned"
- Allow to change MAC address host pool from the MAC page
- When changing an IP address pool from the host page, change MAC address instead, if available
- Show the MAC manufacturer in the host pool memebers page and allow to set a filter with it

1b361e2a65 Fix alerts release on ntopng restart. 
When a counter wrap is detected (e.g. on ntopng restart) or previous data is missing, an empty structure is passed to the thresholds check function.

0e66f642a0 Fix alerts counter bug when alerts are disabled and re-enabled. 
Steps to reproduce the original issue:
1) alerts are enabled and counter is positive
2) the user disables the alerts from preferences
3) ntopng is stopped, then restarted
4) the user enables the alerts from preferences, but num_alerts_engaged was 0
5) a release of an alert now makes the counter wrap

979fbd74e9 Move to the UTF-8 encoding. 
This migration is necessary since Lua scripts sources use the UTF-8 encoding while the web browser sees the iso-8859-1 encoding, and this incongruence breaks the visualization of some non-ascii characters.
