Add a preference to specify what to show on the policy target column.
...
The new default is to only show categories.
Existing installations will have the preference set to both.
All the user defined protocols and categories are shown regardless of the preference (as not-editable fields in case).

Single protocols are still supported internally.
A "Delete all Policies" button has been added to help the user flush all the rules quickly, including per-protocol rules.

- Traffic Policy: get first available pool, not the "Not Assigned"
- Allow to change MAC address host pool from the MAC page
- When changing an IP address pool from the host page, change MAC address instead, if available
- Show the MAC manufacturer in the host pool memebers page and allow to set a filter with it

Enforces shapers and quotas for user-defined pools
...
Shapers and quotas are no longer allowed in the default (not assigned) host pool.
This means that the default host pool has become pass-all.
The idea behind this choice is that a user should enforce policies only on the members
for custom pools. Before this commit, a quota or a shaper in the default (not assigned)
host pool, could interfere with a quota or a shaper in a custom host pool.
