Alex Jones	13651d7bec	docs: add dedicated Code signing section required by SignPath Foundation ... SignPath Foundation review flagged that the project lacks a dedicated, publicly visible code-signing section. Add one to the README (and the zh/ja translations) stating that Windows releases are signed via SignPath, linking the code signing policy, and including the standard privacy statement.
