signerless 51ec0b263c fix(ci): stabilize policy gate workflow enforcement 
Validate policy init template for CLI coverage, then use deterministic fixture policies for enforce/audit runs so CI gate remains reproducible. Also make artifact upload non-blocking when reports are unavailable.
