- add agent-core-v2 filestore domain (IFileStore) streaming blobs through IBlobStorage
- expose POST/GET/DELETE /api/v1/files (multipart upload, binary download, delete)
- map file errors to 40407/41301 envelopes; add unit + e2e coverage
