162e3c5276 chore: WIP dev state before upstream kimi-code-v2 merge 
Bundle the in-progress spine-v2 work so upstream can merge cleanly:
- tui: todo tree panel projection, session event/replay/streaming wiring
- agent-core-v2: workspaceLocalConfig service, skillCatalog cli dirs and
  explicit skill sources, todo service/tool updates, permission policy
- node-sdk: v2 surface, dts build config
- changeset for the todo panel work
