Andrevich f55cc2b2a7 Add TLS fragmentation details to docs 
Expand the TLS fragmentation (tls_fragment) section in both English and Russian docs: clarify that fragmentation isolates the SNI, add fragment modes (SNI/Domain, Random), list key parameters (fragment size, fragment interval, Mixed SNI case, padding), and include a caution not to enable fragment and padding together. Add applicability note for TLS-based protocols and a source link.
