Jack Amadeo 2ef50543d7 fix(providers): separate catalog reasoning from native OpenAI conventions 
Resolve compatible reasoning effort from the selected provider catalog without applying native OpenAI roles, token parameters, or temperature suppression. Preserve provider-specific rules and explicit request overrides.

Add request-capture regression coverage and a self-test phase for catalog reasoning. Refs #12785.
