hobostay	78293a5bd6	clean: remove dead code in http proxy TLS config ... Remove commented-out code and improve the TODO comment in from_url_authority_with_tls() to make the intention clearer. The commented-out loop was non-functional and only served as a reminder for future work. Replaced with a clearer inline TODO comment.
