ZverGuy ee4e71b139 feat(bucket): add WorkloadMonitor for billing integration ... Add WorkloadMonitor CR to bucket Helm chart so that the billing pipeline can discover and track S3 buckets. Add instance label to BucketClaim metadata for WorkloadMonitor selector matching.
