## What this PR does Adds configuration for the two AI reviewers active on this repository — Gemini Code Assist and CodeRabbit. Previously neither had a repo-level config, so both ran with defaults: Gemini had no knowledge of the project's vendoring model and would flag issues in vendored upstream charts and generated code; CodeRabbit only ran on initial PR open, with no review on subsequent pushes.
