Add file existence checks to talos asset targets to prevent rebuilding kernel, initramfs, installer, iso, nocloud, and metal assets when they already exist from a previous build step. This fixes duplicate talos builds in the release pipeline where `make build` and `make assets` both triggered talos image generation.
