In v0.41.x the tenant-root Namespace and HelmRelease were applied via kubectl apply with no Helm release tracking. In v1.0 these resources are managed by the cozystack-basics Helm release. Without proper Helm ownership annotations the install of cozystack-basics fails because the resources already exist. Add migration 31 that annotates and labels both the Namespace and HelmRelease so Helm can adopt them, matching the pattern established in migrations 22 and 27.
