Move Harbor from packages/extra/ to packages/apps/ as it is a self-sufficient end-user application, not a singleton tenant module. Update bundle entry from system to paas accordingly. Replace registry PVC storage with S3 via COSI BucketClaim/BucketAccess, provisioned from the namespace's SeaweedFS instance.
