Andrei Kvapil	f004668622	fix(talos): skip rebuilding assets if files already exist ... Add file existence checks to talos asset targets to prevent rebuilding kernel, initramfs, installer, iso, nocloud, and metal assets when they already exist from a previous build step. This fixes duplicate talos builds in the release pipeline where `make build` and `make assets` both triggered talos image generation.
