Alessandro e2ed92b277 Fix WhatsApp media path traversal and pre-download authorization 
Contain inbound document filenames beneath the media cache and create media files exclusively. Enforce sender and group policy before downloads while retaining Python dispatch checks and existing LID resolution.

Normalize authorization settings in the bridge manager and propagate them through pairing and polling startup paths. Restart the bridge when policy changes.

Add callback-level traversal and authorization regression coverage, bridge lifecycle tests, and a validation ledger. Verified 13 Python tests and the Node regression, including the named Docker runtime; live WhatsApp delivery remains untested.
