- Expose canonical Agent tool specs through the host ABI and use them to drive
the profile panel tool editor. Let creators override model-facing tool and
parameter descriptions while preserving Rust registry validation as the source
of truth.
- Also normalize empty overrides, update Agent API docs and typings, localize the
new UI, and cover the tool spec API with a contract test.

- Update docs and contract/runtime tests
