With no config file, CodeRabbit used its defaults, which auto-review
only pull requests against the default branch, main. Pull requests
merge through dev, so every one was skipped.

CodeRabbit reads this file from each pull request's head branch, so
branches cut from dev before this lands still need
`@coderabbitai review`.
