The due maintenance RC contains the published PBS History, quiet-stream update progress, dual-stack bounded health probe and SQLite driver repairs. Map only 6.4.6 to its owning release line and generate matching pins, packet notes, changelog, installability metadata and zero-capture plan. Rollback remains v6.4.5. Source checks and later exact qualification remain separate from publication readiness. Contract-Neutral: Release-only v6.4.6-rc.1 version, notes and packet metadata generated by pulse-maintainer-release-metadata; no public install or runtime contract changes.
