Preserve RC.4 inherited-change proof wording

The focused release metadata check requires explicit acknowledgement that the tagged but unpublished v6.4.2 change set is carried into this candidate. Restore that factual comparison in the RC.4 changelog.

This changelog describes the changes since `v6.4.5-rc.3`. It records the reviewed changes since that published candidate. That candidate is replaced for the #2282 updater regression and cannot become stable. RC.4 also includes the later reviewed disk alert, TrueNAS, linked-guest storage and notification repairs. Stable remains `v6.4.1` until this exact candidate qualifies, publishes and completes a clean 24-hour soak under the version-specific release plan.
