Subject: [PATCH] Align subsystem lookup fixture with notification startup
 verification

Completed PR #2379 governance run 36949586647 reached a later subsystem lookup assertion that also omitted the reviewed startup test. Preserve registry coverage and update the remaining stale expectation additively; no runtime or permission change.
