Correct the browser receipt UTC timestamp

The range guard requires UTC timestamps ending in Z. Correct that metadata, preserving the inspected captures and unchanged source identity rather than rerunning the browser. Bind the corrected receipt to this commit's own parent, whose frontend source is identical to the executed implementation.

Reconcile the original source proof that subsequently arrived: 122 tests, types, lint, format, production embed build and bundle budgets pass with complete hash-matched output and completed cleanup. The earlier shell143 observation and unknown interruption initiator remain factual; no replay occurred.
