Diego Rodrigues de Sa e Souza ca7ece8140 fix(ci): require full admission for Mergify candidates (#16957) ... Merged via /merge-batch (2026-10-17 wave) on the owner's explicit decision. Mergify queue candidates (draft PRs authored by mergify[bot] on mergify/merge-queue/* with matching head/base/repo identity) now run the full CI and must pass Gate / CI + Gate / Quality before a queued merge. Note: while the base is red (#15306) this makes the Mergify queue unable to admit anything; quality.yml still trusts the mergify/merge-queue/ branch prefix alone (the admission verdict still rejects a forged one) — follow-up candidate. Validated on the current tip: its tests 44/44, the 13 suites that inspect ci.yml/.mergify.yml 230/230, both YAML files parse, changelog-integrity OK.		2026-10-17 11:26:21 -03:00
