Add a shared normalizeAgentBridgeState() that maps the route shape into the page contract (server.running/certExists -> serverState) and always returns safe defaults (never undefined serverState). Wired into both the SSR loader (page.tsx) and the polling hook. The legacy 'agents' entry shape differs from AgentStateEntry so it is not coerced; full route<->page contract reconciliation (port, upstreamCa, bypassPatterns, mappings, agentStates) is a follow-up.
