+link with LNK2019 `PlatformTimeQueryPerformanceCounter` (called by `Vmx.c`
+`VmxCompatibleMicroSleep`). That wrapper lives in `PlatformTime.c`, which `hyperhv.vcxproj`
+did not compile (only hyperlog/hyperkd did). Added `PlatformTime.c`/`.h` to
