feat(apt-cacher-ng): add avahi-daemon for mDNS service discovery (#11140)

Browse source 
apt-cacher-ng ships with Avahi service config but needs avahi-daemon
to advertise itself via mDNS for auto-apt-proxy discovery.

Closes #11101
