Pascal André 5121a3d88c ci: add the OpenCode V2 prerelease channel ... Build DEV-v2 nightly through the existing reusable release pipeline with a 0.20.0-dev-v2 date-and-SHA version. Publish GitHub prereleases and the existing development npm package under the isolated v2 dist-tag, while leaving stable UI and Winget publication disabled. Filter development update notices by V1 or V2 tag so each channel only advertises its own releases. Scheduled runs skip DEV-v2 commits that already have a prerelease; manual runs remain available.
