Add .git-blame-ignore-revs (#3020) 
Run `git config blame.ignoreRevsFile .git-blame-ignore-revs`
to get `git blame/praise` to skip over massive style-fixing commits.

Currently, only ec3db5e94e (Unify scripts indentation (#2378)) seems
to be one of those.
