added file tag-id, this is enable the pointless and silly fiction of tagged releases. This file will be used to store the current tag version, which a script will increment by one and use as the base for the next release. I'd suspected that git made developers get really bad habits, and my suspicions have to some degree been confirmed, though I can see some advantages for certain development styles, but most definitely not all.
